The Vision Zero strategy was developed by the International Social Security Association (ISSA) and the ISSA Special Commission on Prevention.

The ISSA brings together prevention experts from its over 330 member institutions in more than 160 countries, including accident insurance institutions, occupational safety and health institutes and associations, and ministries of labour and their labour inspectorates.

The ISSA offers a global platform and a unique network for all those in social security concerned with safeguarding the safety, health and wellbeing of workers. Through its 14 international prevention sections, it encompasses a range of industries and horizontal issues, and promotes the Vision Zero strategy.
